Didcot Town Council has objected to plans to build 170 homes between the town and East Hagbourne.
The council’s planning committee voted unanimously last Wednesday against the plans.
The move means they can recommend South Oxfordshire District Council (SODC) reject the planning application by developer Grainger PLC, but they do not have the powers to block the plan themselves.
Developers want to build on 1.5 acres east of New Road on the edge of Didcot but in East Hagbourne parish, by the Didcot Community Allotment site.
They submitted the plans to SODC on September 30.
Campaign group Mind the Green Gap, East Hagbourne Parish Council, and Didcot MP Ed Vaizey have also objected.
Mind the Green Gap chairman Andy Barmer said: “These are clear, unequivocal messages and we expect SODC to take heed.”
The target decision date has been set as December 30.
